Tim Cowling

Tim Cowling — Managing Director

Tim provides the strategic leadership that drives Stratum Civil’s success. With a hands-on approach, he oversees financial management, project delivery, and team development. Prior to founding Stratum Civil, Tim gained extensive experience across a range of civil construction and infrastructure projects, building strong expertise in compliance, project management, and stakeholder engagement. His depth of industry knowledge, paired with sharp commercial acumen, ensures Stratum Civil continues to grow with clarity, innovation, and excellence.

Michael Cowling

Michael Cowling — Business Manager 

Michael oversees the administrative and financial operations of Stratum Civil, working closely with the Managing Director and senior leadership team to shape and implement business strategies. With a strong focus on financial management and long-term planning, he ensures the company remains financially robust and aligned with its broader objectives. Michael’s strategic insight and disciplined approach play a key role in driving sustainable growth and supporting Stratum Civil’s continued success.

Brendon Nucifora

Brendan Nucifora — Operations Manager

Brendan is responsible for overseeing and managing key construction projects from initiation through to completion. Working closely with clients, engineers, and contractors, he fosters strong collaboration to ensure projects are delivered on time, within budget, and to the highest standards. With his practical expertise and leadership in the field, Brendan plays a pivotal role in driving project outcomes and positioning Stratum Civil at the forefront of civil construction delivery.

Josh Cumming

Josh Cumming — Project Manager

Josh is a Project Manager with Stratum Civil, delivering complex subdivision and infrastructure projects across South East Queensland. With a strong background in civil construction and on-site coordination, he oversees day to day project delivery, manages subcontractors, drives program performance, and ensures all works meet safety, quality, and environmental standards. Josh is hands on, solutions focused, and known for his clear communication with clients, consultants, and council representatives. From early planning through to practical completion, he keeps crews aligned, risks controlled, and milestones on track.

Josh Cumming — Project Manager

Josh is a Project Manager with Stratum Civil, delivering complex subdivision and infrastructure projects across South East Queensland. Andrew Cruickshank

Andrew Cruickshank — Survey Manager 

Andrew is the Survey Manager at Stratum Civil, overseeing all surveying operations across our projects. With extensive experience in civil construction surveying, he leads a team responsible for set-out, machine control models, as-built data, and spatial accuracy across subdivisions, roads, and infrastructure works. Andrew manages workflows, verifies survey quality, and provides technical guidance to project teams to ensure designs are interpreted and delivered precisely. He works closely with engineers, supervisors, and machine operators to keep projects aligned with design tolerances and construction sequencing. Andrew’s leadership, problem-solving and technical expertise ensure every project is built right, the first time.

Ian Horner

Ian Horner — Construction Manager

Ian is the Construction Manager at Stratum Civil, working closely with site teams to drive safe, efficient, and high quality project delivery across Queensland. With extensive civil construction experience, he oversees daily operations, coordinates crews and subcontractors, and ensures works are progressing in line with program, design, and safety requirements. Ian is highly present on the ground, supporting supervisors, troubleshooting issues, managing resources, and keeping communication clear between site and office. His practical leadership, strong technical understanding, and commitment to getting the job done right make him a vital part of Stratum’s project success.

Andrew Smith — Estimating Manager

Andrew leads the estimating function at Stratum Civil, bringing precision and expertise to the tendering and pre-construction process. He is responsible for preparing accurate cost assessments, analysing project requirements, and identifying opportunities to deliver value for clients. With a strong understanding of market conditions, construction methodologies, and supplier relationships, Andrew ensures that each proposal is both competitive and commercially sound. His work provides the foundation for successful project delivery and supports Stratum Civil’s reputation for reliability and excellence.

Jayne Atkins

Jayne Adkins — — Plant and Asset Coordinator

Jayne is the Plant and Asset Coordinator at Stratum Civil, responsible for managing the day to day coordination of our extensive machinery and equipment fleet. She oversees all maintenance scheduling, service bookings, inspections, and compliance requirements to keep our plant operating safely and efficiently. Jayne also allocates machinery to projects, working closely with project managers, supervisors, and operators to ensure the right equipment is delivered to site on time. With a sharp eye for detail and strong organisational skills, she maintains asset records, supports procurement, and keeps the fleet moving, playing a crucial role in supporting seamless project delivery.
